- Function as oversight committee of all subsequent committees
- Available to the ICTF Preseident 24 hours per day 7 days per week
- Consult upon request in the day to day operations of the ICTF HQ
- Consult upon request in matters pertaining to the ICTF HQ
- Where possible travel with the President
